Farmers Guardian reports that Natural Englands is drawing up plans to introduce new charges for the services it provides in response to far-reaching budget cuts imposed on it by Defra.
The agency has been asked to look at how it could raise money beyond the core funding it receives from Defra. This is part of the reform process intended to turn it into a more efficient organisation.
Helen Phillips, Agency Chief Executive, said: "Over recent weeks we have been working with Defra to develop our prosposals for charging for a range of discretionary and statutory services."
Discretionary charging is permitted under current legislation governing the agency.
